Yes. Since HKG and TPE are treated as separate countries from each other and each from the mainland (for Immigration purposes), it's fine to sandwich PEK in the middle as the transit point for not more than 72 hour visa-free stay. China won't care about the LAX-HKG part nor anything after the TPE stop.
