The quoted statement is absolutely incorrect. If you purchase a ticket within 7 days of departure (and, therefore, a hold is not available), you may receive a refund back to the original form of payment by calling in to cancel within 24 hours. I've done it several times since AA eliminated holds within 7 days of departure.
