Spoke to NZ to clarify this.
Apparently it is a trial (which has been in effect from May) for flights ex-AKL and for bookings made in NZ (and directly through NZ) only.
If your OneUp was declined, passengers may get their offer re-evaluated at the airport after loyalty upgrades (and staff duty travel) have sorted.
