AFAIK, A3 enforces the MPM rule... LHR-IST-YYZ exceeds MPM, so probably a no-go for a A3 award ticket. You can only get an answer if you speak to A3 about this routing (try it out!)... TK of course sells this route trough their hub, even if it's exceeding MPM... And it does not matter what routings the ANA tool is showing to you, its a different FFP with their own rules...

Choose the carrier that charges the lowest amount of YQ as shown on ITA matrix....
