I was told there is a list of exceptions not that long ago-- but no idea how to access it, nor am I inclined to think it includes obscure ones like this. Unless there is some kinda rules like (SWP->US may...) but that's 100% speculation on my part.
This definitely is not the first time we've seen an anomaly of this type.
