It was not a policy enforced, at least with connection ports, until a few years ago. (I came across anecdotes there were times last decade one could book routing like PER-xDRW-xADL-xCNS-xSYD-AKL if available.)

I conject that while the connection ports part of the policy is now enforced on the web site, perhaps (at least it looks that way) the carrier condition parts have not had this done.

I am watching this with interest.
