The key here is that any rate that has an extra supplement per person does not get the 'second person stays free" benefit, such as a room that comes with dinner or breakfast or tickets to a Broadway show. This has nothing to do with elite benefits, however.
Perhaps it does not have anything to do with elite benefits, however my reference was the T&C of the HHonors program. I did not reference some general T&C of Hilton.
