A try to help comes from Germany: As far as I know, this is one of the newer Tri-Rail rail cars from Hyundai Rotem which should went into service in 2011 but due to a late delivery were in full service from January 2013.
Rotem was the company that for example also made the Vancouver CanadaLine-Trains or the KTX trains in SouthKorea.
