I ask the same question to Nationalcar Supervisor and he confirmed that the promotion for Mexico, Fuel, GPS is
one-time bonus. He refer to the national database for details of these promotions. It is indeed misleading in the website by not specifying this.
But if you receive multiple bonus on these services, pleaes report it back here as there may be a glitch in their system. I think if the promotion icon in your one-two-free dashbaord turns grey after your first rental, it would indicate it is indeed a one-time thing.

Not sure how many times GPS and fuel service points are allowed, but the other options say things such as "Earn a one-time bonus" or "You can earn four bonuses" while GPS and fuel (and Mexico) doesn't. Might try calling Emerald Club CS at 1-800-962-7070 before spending the money.
Just a reminder though that you shouldn't spend money on extra points if they don't add up to 300.
For me 4 mobile rental reservations = 300 (max allowed). Also, virtual credentials (50), drive alliance (25), emerald reserve (25) and neighborhood (200) = another 300. Of course 300 of those points will go to waste if I rent an odd number of times between now and Jan 31.
