The store version won't be EMV. For international members: do store-only credit cards tend to be magstripe only? Are store-only credit cards even a thing in UK (or other EMV countries frequented by members of the forum)?
So basically it's a Chip-and-Signature card with online Chip-and-PIN capability.
Interesting that they went C&S with MasterCard and not the PIN route considering MC's preference.

I doubt it - the speed is compared to other places. EMV is becoming a thing in the USA - Costco would get more credit for going for added security than any flak they'd get for lack of speed

Regarding question 1:
It's far easier to envision a terminal that doesn't support offline PIN but does support signature: That's a terminal without any way to enter the PIN!
Btw, what happens if the PIN entry pad exists but is broken? Does the whole terminal become unusable, or does it report itself as a signature-only terminal?
And why question 2 has to be rephrased that way:
To request online PIN for the above CVM list for DC US, not only would the terminal need to not support offline PIN but it would need to also not support signature! (Online PIN is after both offline PIN and signature on that list.) A terminal that doesn't support offline PIN but does support signature would never get to online PIN with hat CVM list.
Whether or not there are terminals that don't support offline PIN but do support online PIN remains a valid question. We know the reverse is true.
As for not supporting signature - technically, the terminal could support signature. Simply if signature failed, then it would move on. But this goes back to the previous discussion in the thread of whether or not such an idea even exists of signature failing, so the terminal moving on

The whole waiter taking your card and processing in the backroom started off more like a service thing in an era when carbon copy imprints and mag-stripes were the cutting edge of technology at that time.
Nowadays, if it's choosing between the "convenience" of the waiter processing it for me where I don't know what's going on in the back versus processing it at the cashier like Denny's, I wouldn't mind doing the latter. At least that way I can keep an eye on the transaction without letting my card out of the view.
Interesting - in Israel, it's rare for any place with a waiter to have that system. But, any bar/restaurant (as opposed to just a restaurant, even if they have a smallish bar,) that's almost always the route taken (especially when splitting the bill)
