Actually I was at Costco today and I saw new Verifone terminals with (not working) EMV slots. So they look like they're working on it.

I doubt it. Cashiers in the US don't even know how to void transactions. I think the bigger problem will be at restaurants where they take your card out of sight and get confused when the payment terminal is asking for a PIN. The waitress will probably come back and say, "Your card isn't working," or "Sorry, we don't accept debit cards." In the US everyone associates a PIN with a debit purchase. However, I think most point of sale terminals with a PIN pad will be fine. Perhaps companies and customers alike will have to train waitstaff to press the PIN override button on EMV terminals, assuming the restaurants even have EMV terminals.
The ideal scenario, of course, would be to have the wireless terminals that the waiters bring to the table where you can hardcode the gratuity into the final slip. This avoids the shenanigans I've sometimes experienced where the waitstaff add in an additional tip or typo the amount.
I have the feeling that restaurants will be the last holdouts for EMV, and when they do get around to it our cards will still be taken to the back to signature only terminals.
