Anything below $25/day is cheap as an upgrade and $40 will probably require some haggling. Opening offers might be as high as $99/day if they're not massively overstocked.
Does Hertz allow agents to haggle anymore? I was at DCA and wanted to take of the 7 or 8 Merc C250's they had, but the gold desk agent kept telling me that the price to upgrade was $75/day and that she couldn't change the price...
