IIRC, it is the resolution that says that on itineraries on multiple airlines, the baggage entitlement corresponding to the most significant segment (typically the long-haul segment on those kind of tickets) applies to the whole journey (but not for hand baggage)
Your e-ticket should specify luggage entitlement. If you but your ticket from AF, it will be on the "memo voyages". You can also see the details of the e-ticket including baggage franchise on the saudi airlines website.
