I think the reason is that the hotel has to pay something to the service provider (even with published fares) and so they want to encourage people to book directly with them to avoid to pay commissions. But of course, I think this is a bad thing because in many companies, you cannot book outside the booking tool used by the company. So if Accor wants to encourage loyalty, they should work on that and give status benefits with bookings via major providers (expedia, Egencia, hotel.com, etc).
