Don't know the best, but I can tell you the worst -- the pens at Wynn/Encore. They are twist-open pens, and you can write about two or three words before they reverse themselves and you have to re-open it. It's a running joke among the staff that Mr. Wynn designed them that way intentionally so nobody would want to take them!
