Does anyone have first hand experience with the codeshare flights between St. Maarten and St. Barths operated by Winair?

I have heard anecdotes of people who were charged excess baggage fees because their baggage weighed more than 23 kg and because they had more than one piece per pax. They were ticketed on AF in Business Class, with a baggage rule of 2 pieces of luggage per pax up to 32 kg.

I do realise that the planes flying between the two islands are very small, but then I would AF to either have different baggage rules for that route or Winair to accept the rules that AF has for pax that it sells tickets to. On the Winair website it says that for codeshare flights "Depending on the journey involved, the Most Significant Airline taking in the journey, baggage allowances and charges will apply. IATA Resolution 302 applies in this case". Doesn't that mean that they should honour the AF baggage rules? And what is IATA Resolution 302?

I contacted AF but the person didn't even understand why I asked the question.

Anyone knows more?
