I took the OP's OP at face value and never thought to check the accuracy of his use of the word "seats"!

F1 A0 is entirely consistent with what we believe to be BA's overbooking policy, if BA already holds 14 reservations for the F cabin - although obviously these numbers on their own don't confirm that this is what's happened here.
