Or to put it another way, there isn't a one-to-one mapping between seats available and tickets for sale in any particular cabin.

I would say - slightly differently to NeverFirst - that they 'expect' rather than 'know' that some ticketed passenger's plans may change. They do sometimes get it wrong though.
