Just got a response from the company that runs the reservations

Sir,
From my understanding for US customers and courses it is good for the year you sign up, so if you receive your Citi card now, the 3 free rounds are good until the end of the year. For International customers is only good thru September 30, 2014. Thank you!

Since she is less than absolutely sure, I'd like to speak to a human that is an expert at citi on the Prestige card. Is there such a phone number?
