Short notice moving routes to rouge

One of the issues with some of the recent rouge transfers is the short notice period. For example, when YYC-LAS and YYC-LAX were rouged, there was only 5-6 weeks notice (announced March 25 starting April 28/May 1). For many leisure destinations, trips are often planned well ahead of that, and the option to take a refund and rebook isn't practical, given that popular flight times to leisure destinations often fill up well in advance.
I just booked a trip for this winter to CUN for an event, and ended up booking P fare on UA via IAH. While AC offered direct service that was showing as mainline, at least I know what product I am going to get with UA. If I book on AC, based on the past track record of rouge announcements, there's a decent chance my flight could get changed from mainline to rouge a month before and I have no interest in a 5 hour flight on a rouge 319. I believe the short notice of many rouge announcements has eroded confidence in what product people are going to get. In this
Is there some type of expectation on how much notice AC will provide when switching a flight to rouge? I'd say the 5-6 weeks notice that has been given in the past isn't sufficient to allow people to arrange alternate options.
