If they are planning on spending any time at Universal, the new Cabana Bay on-site hotel has "family suite" rooms that are very reasonably priced. They won't get the unlimited Express Pass option that the other on-site hotels offer, but given the time frame, it may not be all that crowded. Note, they will still get into the Harry Potter areas an hour earlier than the public. This can be a very good benefit as even on less crowded days for the parks, the Harry Potter areas can still get very crowded.
