I understand that I can do this in person. If you will slowly read my original post, that wasn't my concern.

The concern was that Delta allows me to use miles, via the website, to buy the Individual Membership, but NOT the Executive Membership.

It will allow me to buy either one with USD, but only one with miles. Just seems odd.
