My biggest problem in EWR is not the GE kiosks (which I've waited 3-4 minutes for as well) but the line that develops at final customs exit, which gets backed up whether you have GE or not.

My last DL international arrival required bussing from T6 to immigration at T5. I suppose the fact that there was no line for CPB at T5 somewhat makes up for this, but it's still unpleasant and I would hate to think it would be a foreign visitor's first impression of the United States.
Considering the very large number of foreign airports bus pax from the airplane/ tarmac to the actual terminal, I can't imagine why this would be so off-putting to too many foreign visitors.
