Not sure I fully understand, but exit rows need to have a big seat pitch (not sure exactly how wide) so that in case of emergency, it's wide enough for everyone to bundle through without getting blocking the exit.

Add to that that the seat row needs to not block the exit, then you have a fixed exit row seat. In your example, I think you say save 20" in front of the exit row and 19" behind. But as the exit row is in a fixed position, that would actually mean you get a 20" gap in front of the exit row and a 19" gap behind! If you were to move the exit row so that you can fit and extra row in, you'd effectively put a row of seats next to the emergency exits blocking any escape.
