SFO-FRA is a heavily traveled route (lots of intra-Europe and India connections), with LOTS of elites. Also, I suspect that it gets its fair share of last-minute J-class buyers as well. Not surprising that this hasn't cleared. I'm a 1K, and have often had that upgrade clear either at T-1 or not at all.
