I'm a well-versed traveler and accidentally forgot my cert on one trip - which is how I got linked up to this thread. They asked, but I managed to talk her into allowing me to board anyway. Thankfully SA immigration didn't ask.
It's not draconian. It is simply the rule. Would it be fair to say that the US or UK or Germany is a draconian enforcer of passports or visas?!?! It is the airline's responsibility to check, however, they will be fined and have to cover the costs for repatriation if you are rejected entry into South Africa.
