i'm usually stay at the westin tokyo (as an spg plat). this time, i have to complete the diamond status challenge, so hyatt regency tokyo is my choice. (the others are too pricey)
as i said, i'm a newbie with hyatt, doing the diamond status challenge. never stayed at any hyatt properties before. (though i have 2 upcoming reservations at PH New York and PH Washington in october).
may i ask anyone who have stayed at both properties before (westin and hyatt regency), which ones is better in term of overall experience? (no problem with location)

You will have access to club lounge at HR Tokyo. I would look at Cash and Points at HR Tokyo to see if it will yield a better price (if you have ultimate reward points.) Will get night and stay credit and can use DSU.
Consider using DSU if you need the extra space for PH DC since I think it's the best use of a DSU in the US. 1100sf park exec suite most of the times.
