Q1: No - they only charge for outgoing texts. 50c each or you can pay $10/mo for 50.

Q2: Generally the best way to do this is airplane mode and then use free wifi to check email. But you bought the data package so you don't have to rely on wifi. I think your risk is small - I never get charged for incoming calls unless I answer them. And you can always divert them to voicemail.
