Aha! But there is a secret border crossing between Croatia and Montenegro that I discovered with no waits at all. You are right that the main crossing is horrible. Worse than crossing into the US from Tijuana. But if you follow the coast around the peninsula you can cross without waiting and enjoy a wonderful calm road without buses and trucks and with beautiful scenery.
