An Argentine birth certificate entitles you to obtain a DNI... but its not an automatic process. If the parents of a newborn are accredited as diplomats then the child gets a foreigner DNI, else you would normally get a regular Argentine citizen DNI unless the parents do a specific application otherwise.
Not sure if the lack of a DNI means you have to pay the fee..... perhaps someone has first hand experience...??
