No, Voluntary Flight change as in the gate agents ask if you would like to go on another flight and they give you a voucher for a certain amount of money for 'volunteering' to go on a different flight for them. I'm talking about general flight changes, which is a bit different of a scenario; especially since you're paying them to change flight rather than them paying you to volunteer for a different flight..
