VA are saying (after a very long conversation) that the rule is:

-I'm on a saver fare
-My fare gives me no rights to carry a bag that has a sporting goods, irrespective of weight
- I've been told unequivocally that I must purchase an additional bag for my only bag, even though is the only 23kg bag I'll be carrying, and I have a ticket which includes a 23 kg allowance

I have to say I see this as ridiculous. Any advice to resolve....???
