The simple fact is that AA makes money off of miles and as long as no one is selling miles, they don't really seem to care too much.
AA might care because they want to use their loyalty program to attract more customers. From their perspective, it's better to give 100,000 miles each to 6 customers than to give 600,000 miles to one customer.
