That's the way I've been reading these lists.

I've never been told this about booking class lists. But ISTR having been told that if you're reading the lists of MCTs, you start from the top and work down the list until you get to the one (if any) that applies to you. So I've assumed the same approach to booking class lists, and it would make sense when applied to the three lines that you've picked out (which accords with experience on the TP run thread).
