In fact, a ticket can consist of multiple fare components each governing one or multiple sectors, and each fare component may have different rules and penalties for cancellations. So part of the ticket might be more flexible than the rest of it.

Typically if two or more fare components are or would be affected by a change (such as a date change on the boundary between the components), the more restrictive provision and higher penalty prevail. This will be stated in the fare rules.

In this case there are two fare components on the ticket,
  • BA IR14AP GVA to NYC, and
  • BA IR14AP NYC to GVA.
Each fare component is covering two sectors on those routes. They are the same fare basis, so as you say in this instance the penalties are the same across the whole ticket.

Some sectors are booked into J buckets. The fare component (or just "fare") can cover multiple sectors in different buckets, which is what is going on here. But yes, the fare component determines the penalty for changes, not the bucket. The bucket just decides availability.
