Or did I misunderstand that I could give double Avios to upgrade, so 25k to do a one way W>J upgrade instead of the normal 12.5k?
I get the job of RevMgmt, but with a few days out and so many seats open in Club, it does seem a little churlish not to make one or two available for redemption as I'd say it is highly unlikely they will be sold at the silly J fares that they want for them.
It is only for a full redemption, and must be made more at least 30 days in advance. See under "Gold Priority Reward":

F9J9 does
not mean there are 9 seats available in both F and J, it is purely what BA is willing to sell. It may mean there are 9 available seats in F and none in CW, but BA is willing to sell those 9 F seats for a J fare and opup as necessary. However, they may not be willing to offer a CW redemption (but are offering 4 F redemption seats).
