When I was in Atlanta, I was reading the Atlanta Journal & Constitution. The paper reported that Delta's fuel surcharge was not added because of rising fuel costs to the airline. Delta reps admitted that Delta's fuel charges are essentially unchanged as they purchased fuel contracts when fuel prices were low. Delta's fuel contracts do not begin to expire until this summer and they are paying about the same rate as this time last year. Delta reps admitted that the reason they added the fuel surcharge is that most people do not know Delta is still paying the same low rate for fuel.
