Nowhere does it say that Diamonds have priority in term of upgrade - this benefit is exactly the same for both levels, except for the possibility of being upgraded to suites for Diamonds.

Does Hilton corporate have a policy in place about upgrading priority? If not then this is something you need to put into place.
A gold should not be getting upgraded over a diamond if they have the same room type and same nights booked, just like a silver should not be getting upgraded over a gold.
I would love to see Hilton have the same policy Hyatt does where diamonds are granted the best room available excluding suites.
