I have no idea by who or how these kits were ranked.

As a side note, the BA kits are jumbled and items missing from the photo. There are 4 possibilities: In each of First and business there are male and female kits. The photo shows 3 things, a male J kit ( top right) male F kit ( black bag, lower) and female F bag (brown, left)
The items below the brown zipped bag belong to the female F kit.

The non-Elemis items below the male J kit belong to the male F kit. The pen, toothbrush and toothpaste that are in the female F kit are also in the male F kit. The Elemis items belong to the male J kit.

Missing: socks, ear plugs and eyemask which are different between F and J.
