I think there's a lot of variability in the complexity of the trip and the maturity of the kid and a blanket requirement is unreasonable. Typical trip for my 12 year old:
I walk her to gate at LAX or SNA. She gets on plane, I wait until it is in air. I go home. Generally before I'm even home, she's landed in Phoenix, where my parents are at her gate waiting for her.
For this trip, the fee is way over the top.
This type of itinerary ( and most reasonable nonstop itineraries ) with an adult going to the gate in each city to drop off and pick up the child seems to be the best possible situation.
I would be concerned with connecting flights even with the same carrier.
The new fees are pretty high. Southwest seems the way to go if they offer nonstop flights for the cities the child is flying between.
