That is not the way I read it. It appears to me that 12 - 14 years old are required to us the UM service. I hope you are right that it is still optional.
The USairway's site reads a little differently, and I think is more understandable. I can't imagine US and AA would be implementing different policies going forward.

We’ll require children ages 5 – 14, who travel alone, to use our unaccompanied minor service on flights departing on/after September 3, 2014. The unaccompanied minor service fee is $150 (plus tax) each way. Children ages 11 – 14 will no longer be able to travel alone without using our service."
Actually this "new" policy is the same policy that was in effect at US prior to the merger. US had required UM service for 5-14 year olds until January I believe when they aligned their UM policy with AA. Now it looks like they are going back to the old US policy and aligning AA with that.
