It's a pretty big stretch to relate this to EF visibility. If this were indeed the problem, they could just fix the waitlist processing and then only allow CSRs to either run the full waitlist or not run anything at all. Even without EF visibility, I can call every day and ask "did OP open up?"

As a side note, I doubt there'd be that many people on a waitlist under most circumstances. Most people don't even know that this stuff exists at all.
