Actually, I laughed when I read this in the same article. It's illegal to impersonate a law enforcement officer. It's not illegal to impersonate a security guard or, in this case, a TSA clerk. Kip Hawley dressed up TSA clerks to look like real Law enforcement officers, but, they simply look like LEOs as in your Halloween example.
