I agree that is what the intention is; the paragraph is, however, poorly written.

To comply with the "Each item of sporting equipment represents one piece of the checked baggage allowance" part, this:
If you are travelling on a Saver fare with only sporting goods you will be required to purchase a checked baggage allowance for each separate piece you are carrying. ...
Could be rewritten as:
If you are travelling on a Saver fare with only sporting goods you will be required to purchase checked baggage allowance for each additional piece you are carrying that is above your fare and/or status based checked baggage allowance. ...
