not every hotel in the hotel program or brand, in these cases? (I know about one case in the Hilton program where it was one owner who owns several dozen hotels that are in the Hilton program, but far from the majority.)
I have a Hilton AMEX that I use for all my Hilton stays, but I have not been to any of the propeties that I read were on the list of affected ones, and Amex has not notified me of any potential problem. Similarly, chase has not notified my of any potential problem with my Marriott card, but although I stay a lot in Marriot hotels, it tends to be mostly the same few over and over and over, so unless those specifc ones were hacked, again it wouldn't affect me.
Similarly, not all retail store chain breaches affected every store in the chain.
The article said "White Lodging, a company that maintains hotel franchises under nationwide brands including Hilton, Marriott, Sheraton and Westin appears to have suffered a data breach that exposed credit and debit card information on thousands of guests throughout much of 2013"
So no, not just a few hotels. From off the record convos I have, I think it was the payment processing software for the entire company.
