I don't know about other airlines as I have (so far) never had to pay for an extra bag on any airline!

But AIUI the BA system is indeed that you can pay online at the online rate up to the moment you OLCI. Once you've done that, then any further bags you need to pay for have to be paid for at the airport and at the airport rate.
