By tube, you'd want to take the Piccadilly line to Hammersmith, cross platform change to District line to Blackfriars, then a couple of mins walk. I think that'll be quicker and easier than changing at Holborn for the central line, IIRC that's a bit more of a faff.

If you do end up on the HEX to Paddington, quickest (other than taxi) would be to walk for 5 minutes to Lancaster Gate (moderately well signed, fairly easy walk), then Central line direct to St Pauls

Agree. 2 hours is seriously pushing it, even with quiet immigration. For example, as a UK passport holder (and our lines are significantly quicker), arriving at 16:15 from Copenhagen at T5 with hand luggage only, I'd hope to be able to get the 18:40 train home from King's Cross (but that doesn't always work).

The other option for travel, if the timing works, is to take the Heathrow Connect to Ealing Broadway and change to the Central Line direct to St Paul's. However, this is only really worthwhile if you arrive at Heathrow Central with a Connect going in the next 10 minutes or so.
