Several airlines have discussed adding a "paper ticket" fee but none have (as yet) implemented it in North America. After DL's debacle with the $2 fee, it may be a while in coming...

I haven't heard any specific instances of agencies charging a specific fee for paper tickets -- most have implemented a standard service fee for issuing a ticket in whatever form. And yes, agents can e-ticket directly from Sabre, Apollo, etc., the world over.

Fees vary as much as individual agencies. From what I've heard through Raeban the current range is $7.50 to $15 with most everyone considering an increase due to the new commission structure. Many agencies waive the fee if a hotel and/or car booking is included.

No information as to fees outside North America. Raeban? Again, the fee structure for corporate clients as opposed to individual travelers varies. Side bar: how can any agency still afford to rebate to corporate clients?

My understanding is that the North American commission restructuring is valid in Europe and Australia for tickets plated on those carriers. Don't know about non-North America carriers and Sabre is down so I can't get to the DRS and check.
