Rule as in law? In all classes? Maybe so. Some can allow more. In biz class, AA and UA allow 2 x 70 lb. DL allows 3 x 70 lb. (2 in domestic). Others used to allow 3 in biz class.
You should get this allowance on directly-connecting domestic flights.
