If you're in the area, here's where I lunch often as it is close to my office:

Right off Electric Road, edge of Victoria Park is the Manulife Building. On ground floor is very nice dim sum restaurant. Not sure if they serve for breakfast but lunch offering is quite extensive and reasonably priced.

Closest MTR is Oil Street exit, Fortress Hill Station.
